Subject: What is the smartest Post-2015 target for Biodiversity?

The Copenhagen Consensus Center has just published the tenth set of research papers, this time focused on Biodiversity.
 
In a series of new studies for the Copenhagen Consensus Center, Economists Anil Markandya, Luke Brander and Alistair McVittie argue that reducing the loss of coral reefs, wetlands and forests are worthwhile targets for the UN's development agenda, each providing benefits to society greater than the costs of conservation.
 
What's the smartest target?
 
As reported in Huffington Post, stemming the loss of coral reefs by 50% will return at least $24 for every dollar spent. Coral reefs act as fishery hatcheries and fishing resources while storing abundant numbers of species. At the same time, coral reefs have large value for tourism. The costs of stemming coral reef loss are about $3 billion per year, but the total benefits likely run to at least $72 billion, producing the number of $24 dollars back for every dollar invested.

Biodiversity TargetsBenefit For Every Dollar Spent
By 2030, stem the loss of coral reefs by 50%>$24
Reduce global forest loss by at least 50%$10
Reduce wetlands losses by 50%$10
By 2020, ecosystem resilience and the contribution of biodiversity to carbon stocks has been enhanced, through conservation and restoration, including restoration of at least 15 per cent of degraded ecosystems, thereby contributing to climate change mitigation and adaptation and to combating desertification.$7
By 2020, at least 17 per cent of terrestrial and inland water areas and 10 per cent of coastal and marine areas, especially areas of particular importance for biodiversity and ecosystem services are conserved through effectively and equitably managed, ecologically representative and well-connected systems of protected areas and other effective area–based conservation measures and integrated into the wider lands.$0.85

Interestingly, establishing environmental protected areas is not an effective way to go about preserving forests. Why? Because the costs of establishing and administering national parks are very high and the opportunity cost of land is enormous.

Here, Copenhagen Consensus Center has just released its latest research on Biodiversity targets for the Post-2015 development agenda. Anil Markandya, Scientific Director at Basque Centre for Climate Change writes the main report, peer-reviewed in perspective papers by Luke Brander, environmental economist affiliated to VU University Amsterdam and to Hong Kong University of Science and Technology and by Alistair McVittie, Environmental Economist at Scotland's Rural College. Additionally, experts from the International Institute for Environment and Development present a viewpoint paper concerning Markandya's analysis.

Openings Available for Spring Semester 2015

The Michigan State University Department of Forestry is pleased to promote the 2014-2015 offering of the Graduate Certificate in Forest Carbon Science, Policy and Management.

The Certificate equips students with the interdisciplinary tools and conceptual background to plan, implement, manage, and evaluate forestry-based, climate-change mitigation projects. As professionals, Certification provides an edge in competing for opportunities in forest carbon project development, REDD+ policy, and carbon mitigation investments of corporations, governments, and non-governmental organizations.

Students in the Certificate program learn the scientific foundations of climate change and forest-climate interactions, how forest management affects forest carbon balance, the ins and outs of forest carbon markets, the social context of forest carbon sequestration, and the tools for measuring, monitoring, and accounting for forest carbon – including satellite imagery, remote sensing, and integrated carbon sequestration models.

Delivered entirely online, the program is geared for participation from anywhere in the world with a highly practical focus closely linked to the science, methodologies, and practices used in the field today.  Applicants from a broad range of professional and disciplinary backgrounds are encouraged to apply, including current M.S. and Ph.D. students, recent graduates, and working professionals. Students in the Certificate Program must hold a Bachelor's Degree.

To earn the Certificate, students must complete four on-line courses:

   Forest Biogeochemistry and Global Climate Change (FOR 831)

   Human Dimensions of Forest Carbon Management (FOR 833)

   Forest Carbon Policy, Economics, and Finance (FOR 835)

   Measurement and Monitoring of Forest Carbon (FOR 837)

FOR 831 and FOR 835 are offered during Fall Semester, and FOR 833 and FOR 837 are offered in Spring Semester. Students may take 1 or 2 courses per semester.

Enrollment is now open for 2015 Spring Semester. Applications received by December 5th will be given full consideration. U.S. domestic students must complete the application and deliver transcripts; international students must complete the application, deliver transcripts, and submit TOEFL scores. Additionally, all students must pay the application fee.

Opportunity for Sponsors

The MSU Department of Forestry is currently seeking partners or sponsors to provide direct funding to students. As a non-traditional program, access to funding can be especially difficult for both domestic and international students. Because of the importance of educated professionals in ensuring the highest quality projects and policies possible, providing assistance can support education activities to improve the level of expertise as soon as possible. Many development specialists consider direct investment in the education of committed individuals of the best tools in achieving long-term change.

Once students have completed the certification, they maintain access to the program alumni network, which tracks and distributes news on policies and methodologies, facilitates internal networking, and shares research and work opportunities.

Major Groups-led Initiative in Support of UNFF

Kathmandu, Nepal; 2-6 March 2015

As part of their efforts to contribute to sustainable forest management discussions under the auspices of United Nations Forum on Forests (UNFF), Major Groups participating in the UNFF process are organizing a global workshop in support of UNFF on the theme:

"Sustainable Forest Management:

Designing the Vehicles for Securing the Means of Implementation".

The workshop will take place from 2-6 March, 2015. It is being hosted by the Government of Nepal with generous financial contribution from the German Federal Ministry of Food, Agriculture and Consumer Protection (BMELV). The workshop is being organized by Major Groups Partnership on Forests (MGPoF) based in Ottawa, Canada with the support of United Nations Forum on Forests Secretariat based in New York, USA and the International Tropical Timber Organization based in Yokohama, Japan.

The workshop which will be conducted in English and will have the following key output: Policy recommendations for UNFF11 session in New York, USA in May, 2015.

Participant Sponsorship

MGPoF in collaboration with Major Groups (MG's) focal points of UNFF will undertake a selection process for participants of Major Groups representatives from developing countries to be considered for funding for the workshop. If you are interested in being considered for sponsorship, look out for further instructions on how to participate in the self-selection process on the organisation's website at www.mgp-forests.org.

Self-Financing

Apart from sponsored participants, limited opportunities to participate in the event are also available for those who are able to self-finance or find funding from other sources (e.g. their universities, organisations, or government departments). No registration fees will be required. These places will be provided on a first come, first served, basis. Also priority will be given to applicants of industrialized countries and 'Business and Industry' Major Group as they do not benefit from the sponsorship facility, to ensure that there is adequate representation from both industrialized and developing countries. Government officials and intergovernmental organisations may also apply to participate.
