as a preparation for the upcoming COP in Lima, Öko-Institute has prepared a study for the European Parliament on the developments in the climate negotiations over the last year. It summarises the key achievements as well as points of conflict in the ADP negotiations towards a new agreement and on other important topics in the negotiations. The study also includes an overview of the positions of main Parties, negotiating groups and other stakeholders.

Fossil fuel subsidies and the Carbon Majors levy: Freeing up climate finance
The need for climate finance - to shift to clean and renewable energy and fund climate action in developing countries - is recognised as substantial. Yet governments are reluctant to commit and speak of overburdened treasuries.
Here we explore sources of climate finance that address this pressing issue, and offer wider opportunities. Reports on fossil fuel subsidies in Europe and the carbon majors levy will be presented as examples of these opportunities.

Civil society's engagement in UN multilateral conferences is key to ensuring positive and ambitious agreement amongst negotiators, but how do the negotiation processes work and what role is there for civil society? This session will highlight the current UN multilateral conferences in relation to climate change, including the UNFCCC, and will explain how they work and the opportunities that exist for civil society engagement and influence. As we head towards 2015, we will explore the interlinkages between various negotiation platforms and will consider where, what, why, who and how to act and make a difference to decisions that will be made along the way. Discussion will address the practical ways that civil society can be involved through the activities of international non-governmental actors such as Climate Action Network (CAN) International.
This is an open session for all those attending COP 20 that will prove useful for those with previous UN multilateral conference experience as well as newcomers.
The session will be held in both English and Spanish. Interpretation will be provided.

Subject: New IRENA report: potential of renewables to transform China's energy mix and meet its climate plan
China can increase its use of renewable energy in its energy mix from 13% to 26% by 2030, according to a new report by the International Renewable Energy Agency (IRENA). The report, Renewable Energy Prospects: China, also says China can expand renewables in the power sector from 20% to 40% by 2030. If this level of renewable energy were reached, by 2030 the country's emissions would decrease 17% compared to business as usual. Achieving this would require an annual investment of USD 145 billion per year between now and 2030 in renewable energy technologies, and result by 2030 in up to USD 228 billion per year in net benefits from improved public health and reduced carbon emissions.
The report is part of IRENA's renewable energy roadmap, REmap 2030, which provides a plan to double the share of renewable energy in the world's energy mix by 2030 and determines the potential for China and other countries to scale up renewables in the power sector and end-use sectors of buildings, industry and transport. The report has acquired special significance following the major announcement by China that it intends to cap carbon dioxide emissions by 2030 and expand the share of non-fossil energy in total primary energy supply to around 20 per cent by 2030 as part of an emission reduction deal jointly made by China and the US.

Engaging the public in climate decision-making: learning from local & national experiences

Public participation in decision-making is key to effective and just climate policies. Article 6 of the UNFCCC requires Parties to promote and facilitate public participation in decision-making on climate change and its effects.
During this interactive side event, panelists will highlight the link between public participation in climate decision-making and the respect and promotion of human rights. Representatives from civil society and researchers will present good practices at the local and national level. The panel will emphasize the opportunity to leverage the implementation of the UNFCCC to promote and strengthen public participation in climate decision-making at the domestic level.
The second part of this interactive event will engage the audience in discussing good practices and principles for the effective participation of the public in decision-making. The outcome of this dialogue will be reflected in the report of the event. Taking place at the beginning of the conference, this event will seek to inform other related events organized at the COP20 and parallel to the conference.

| Announcement from Thursday, 27 November 2014 Information on CLIMATE-L Subscription Settings & Submissions Dear Colleagues, As many in this community of practice head to Lima, Peru, and use this list to share information about their side events, publication launches and other important activities, we anticipate that the list traffic will increase considerably during UNFCCC COP 20. This email contains information to help you manage your list subscription settings and make a submission to the list that is consistent with the guidelines and formatting preferences, so that you can all get as much value out of the list as possible. As we have done in recent years, CLIMATE-L subscribers will receive three digest messages each day during UNFCCC COP 20. These digests will compile all of the messages that have been approved during the 8 hours since the last digest was sent. If you would like to receive all of the messages throughout the day, please see the instructions below and adjust your settings on or after Sunday, 30 November, to your preferred frequency. You can help us keep the information exchange focused and efficient by only sending one email announcing your side event, workshop or publication, and refraining from sending follow-up announcements regarding the same topic. NEW Account/Subscription Management Features To assist you in managing your subscription, IISD recently added a number of links at the end of each email you receive from our lists. Here are the links you'll find and a brief description of their function: Each of the following links in bold will open a new message in your email program. Simply click "Send" on the email to change the setting. - FREQUENCY OF MESSAGES: You can determine how often you would like to receive messages from the list by clicking on the links to Once-A-Day (As Attachments or Displayed in Email Body), which sends you a digest message containing all the message sent that day, or Throughout the Day, which means you will receive each message as it is sent. Submission Guidelines The moderator will approve announcements that are suitable to an international audience and are relevant to the list's focus. Typical announcements include side event times and locations, open access publications, online resources, and conference information. See the information below if you have a job announcement. In addition, postings should: - Be tailored to the purpose of the list. Generic messages (i.e. related to environmental education or governance) should not be sent to the list;
- Include the Internet address (URL) rather than attached files. Please ensure attachments (PDFs preferred) are under 200 KB;
- Be relevant to an international audience and relate to events, publications and activities at this level (rather than posting information about local events, for example). If possible, please indicate opportunities for list members to follow meeting proceedings by way of webcast or recording, a written summary online, Twitter hashtags, etc;

- NOT be a press release, commercial posting, news story, polemic statement or posting intended to create discussion; and
- NOT include a line to the moderator at the top asking that the message be posted on the list. We cannot edit messages before sending them to the list. Please send the message (including a relevant subject line) in exactly the format you would like readers to see it (as if you were sending it directly to the list yourself). Descriptive subject lines will be especially useful in helping subscribers to navigate the large number of messages that will be sent during the COP.
